- Students cannot apply for the scholarship.
- Professional mathematicians (including those who have retired but continue to mentor young students). It is preferable that the indicator is the mentor of the candidate.
- The student must be a resident and citizen of a developing country.
- The student must be pre-accepted to enter a doctoral program in the first academic year after the selection period at a university or research institution based in a developing country or be already enrolled in a doctoral program at a university or research institute based in a developing country.
- There is no age limit for the student.
- The appointment of female students is strongly encouraged.
- The scholarship will be sanctioned for one year at a time and is renewable annually, based on the scholar's satisfactory progress, and will cease to be awarded at the end of the doctorate or at the end of the four years, whichever comes first.

- Scanned copy of student (nominee) passport.
- Official letter of pre-acceptance in the PhD Program.

- Two letters of recommendation which both cannot come from the nominator.
- Transcripts of coursework (certified copies (e.g. stamped by the university)) of the student:
- A) BSc degree or equivalent.
- B) MSc degree or equivalent.
